In NSW, Level 2 covers constructing or changing service lines between the distribution network and the point of connection, energising new or altered connections, and defined work on customer-owned network devices at the main switchboard. The NSW ASP Scheme accredits companies for contestable network services. Level 2 is connection-service work, which is distinct from Level 1 construction or augmentation of distribution-network assets and Level 3 design of those assets. Individual workers must also be registered against the accredited business and separately authorised by the relevant electricity distributor.
Classes 2A, 2B, 2C and 2D divide the electrical connection work by task. An accredited provider may hold one or several classes, but each job must stay within the provider's and worker's current class and network authorisation.
Disconnect and reconnect at the connection point. This class can form part of a planned isolation, repair, supply change or defect scope.
Install and maintain low-voltage underground services. Consumer mains, conduit and civil work may sit beside that authorised service scope but should be identified separately.
Install and maintain low-voltage overhead services. The service conductors, point of attachment and any private supporting assets need to be identified.
Energise service equipment, including disconnection and reconnection within the class scope. Advanced smart-meter work remains subject to retailer and metering-provider roles.

Depending on the held classes, Level 2 work can include new or altered overhead and underground services, disconnection and reconnection at the connection point, and energising service equipment. A wider property project can also involve consumer mains, switchboards, private poles, civil work, retailer-controlled metering or distributor assets that need their own responsibilities stated.
A business being Level 2 accredited does not make every electrical or network task part of its Level 2 scope. The job should identify the point of connection, service conductors, customer installation, distributor assets and metering-provider equipment, then assign each task to the party authorised to perform it.

A property owner may need a Level 2 ASP when a new or altered supply changes the service line, when the premises must be disconnected or reconnected at the connection point, when service equipment must be energised, or when a defect notice names work within those classes. The actual notice, asset and proposed connection should be checked before that conclusion is made.

Level 2 work does not have one reliable public price. The quote depends on the service type, access, conductor route, equipment, outage arrangements, distributor requirements and any related consumer mains, switchboard, metering, private-pole or civil work.
Start with the property address, the proposed change or defect notice and safe photos of the relevant service line, pole, meter area or switchboard. The ASP then identifies the asset boundary, applicable class, required external parties, outage and testing steps, and the information needed before a site-specific price or timeframe can be given.

Do not assume every pole, cable or meter belongs to the property, and do not approach a damaged line or exposed service equipment to take a closer photo. Also avoid treating an ASP number as blanket authority: check the provider's class and the worker's relevant distributor authorisation for the job.
